fix: use mise-action for CI tool setup ... 6e983b7f15

ruby/setup-ruby detected the debian-13-x64 runner container as
self-hosted and refused to install Ruby. mise-action installs the
full toolchain from mise.toml (ruby prebuilt, bun, node) and works
on the default forgejo-runner docker label.

fix: use full URL for mise-action ... 7c2e31e2ef

data.forgejo.org does not mirror jdx/mise-action, so the runner
failed to clone it. Absolute URLs in uses: bypass the actions
registry and clone directly from GitHub.
