Geschlossen, weil upload-artifact@v4+ auf dieser Forgejo-Instanz nicht funktioniert – belegt durch den Coverage-Job dieses PRs:

::error::@actions/artifact v2.0.0+, upload-artifact@v4+ and
download-artifact@v4+ are not currently supported on GHES.

Die Action prüft selbst, ob sie gegen die echte GitHub-Artifact-API läuft, und verweigert den Dienst auf Forgejo. Solange die Instanz die neue Artifact-API nicht implementiert, bleibt v3 die einzige funktionierende Version.

Damit Renovate das nicht weiter vorschlägt, gibt es jetzt eine allowedVersions: "/^v3$/"-Regel in .github/renovate.json (PR #59).
